I have signed up with clickexchange.com and primaryads.com. Both are good and many advertisers to choose from. Click exchange is only for websites but primaryads u can use for e mail campaigns also. I was using primaryads and i bought signups to one of thier programs from a 3rd party but they cancelled my account saying that i inflated leads. I dont understand why they say that because they were legitimate targeted leads. So i would beware of them but i did get 2 checks from them so they do
